MOELCI II Net Metering in Misamis Occidental
MOELCI II (Misamis Ocidental II Electric Cooperative, Inc.) is the franchise holder for net-metering applications in Ozamiz City, Tangub City, and six municipalities: Bonifacio, Clarin, Jimenez, Panaon, Sinacaban, and Tudela. The RE Act (RA 9513) and its 2023-2024 ERC ruleset govern the process — and MOELCI II has its own application forms, inspection cadence, and approval timeline. This page is the step-by-step guide we give every customer in our MOELCI II service territory.
Who this guide is for
You're getting solar installed by SolarConcept Cebu (or any installer) in any of MOELCI II's franchise LGUs:
- Ozamiz City
- Tangub City
- Bonifacio
- Clarin
- Jimenez
- Panaon
- Sinacaban
- Tudela
If you're in Oroquieta or any of the 8 MOELCI I municipalities, the process is similar but the forms and timeline differ — call us for the MOELCI I walkthrough.
What net metering gives you under RA 9513
Under the Renewable Energy Act and ERC's net-metering rules, your solar system exports excess generation to the MOELCI II grid and runs your meter backwards. Your monthly bill becomes a net of what you imported vs. what you exported — typically a small refund or zero bill for a properly sized system. Battery storage is optional; on-grid net metering alone covers most residential installs.
MOELCI II net metering — step by step
- Site survey + system design. We visit your home or business, measure roof orientation, shade, and load profile. We submit the system design (panel count, inverter spec, single-line diagram) to MOELCI II's engineering group.
- Application filing. We file the net-metering application with MOELCI II on your behalf. Documents include the system design, your franchise area proof (electric bill), proof of ownership or lease, and the customer's ID. MOELCI II reviews within 30-45 working days typically.
- MOELCI II approval + meter swap. Once approved, MOELCI II schedules the bi-directional meter installation. The old import-only meter is replaced.
- Installation + commissioning. We install the solar system after meter swap confirmation. Commissioning typically takes 1-3 days for residential, 1-2 weeks for commercial.
- Net metering activation. MOELCI II inspects the installed system. After sign-off, you start exporting and your meter runs backwards on sunny days.
Timeline + costs to expect
- Application review: 30-45 working days (MOELCI II has been meeting it since 2025)
- Meter swap lead time: 14-30 days after approval, depending on MOELCI II meter inventory
- Application fees: PHP 2,500-5,000 (varies by system size; we include this in your quote)
- Net metering settlement: Annual true-up — exported kWh credits against imported kWh
Common MOELCI II application mistakes
- Wrong franchise identification — submitting under MOELCI I forms when the site is MOELCI II (or vice versa). The application gets rejected outright.
- Inverter sizing mismatch — MOELCI II rejects designs where the inverter nameplate exceeds customer load profile documentation.
- Missing load schedule — the customer's last 12 months of bills must be attached. No bill, no review.
- Roof right issues — properties without clean roof ownership (e.g., inherited without title) get bounced back. We help you sort the documents before filing.
